The party in power is whatever political party the President is affiliated with. Currently, the President is from the democratic party.
It depends upon the country. For example, in Burma, which is ruled by a military dictatorship, political parties have NO power, but decrease some anxiety in the population, by pretending that there is democracy there. Similarly for countrie ruled by absolute monarchies. is America a real democracy, when 26% of people can decide the government, as 50% of the people don't bother to vote? Political parties should not be confused with power entities. Often the functions of political parties are merely symbolic in today's world.
A political party is a noun. It is a political organisation that has specific beliefs, usually different from other parties, who seeks to attain political power.

This same divide has been true throughout history since the dawn of civilization. Its not that democracy encourages political parties. Democracy just allows political parties to be formed, but often when one or two political parties share the vast majority of funds or power, they are able to outspend "third party" candidates by huge amounts and essentially control the entire government.
