The states actually had the most power under the Articles of Confederation. This did not prove workable for the federal government, and this eventually led to the Constitutional Convention.

Before the United States Constitution, the Articles of Confederation were used to govern the United States. Their greatest weakness is that, under them, the Federal Government had no power. It could make laws and decisions, but it had no way to ensure that they were enforced.
The answer is the Articles of confederation. But, the person who just gave their answer, probably would get a headache just thinking about it while they're sitting in their trailer eating porkrinds because they don't care about academics, and clearly, their life is going nowhere! :)
