The federal civil service in the United States was established in 1871. It is defined as "all appointive positions in the executive, judical and legislative branches of the Government of the United States, except positions in the uniformed services".
The Civil Service Commission was established to create a merit-based system for hiring and promoting government employees, reducing the influence of political patronage and corruption. It aimed to ensure that government positions were filled by individuals based on their qualifications and abilities rather than their political connections. This reform was intended to enhance the efficiency and integrity of public service, fostering a professional and accountable civil service.

Edmund Pendleton favored the ratification of the Constitution because he believed it would create a stronger federal government capable of maintaining order and providing for the common defense. He viewed the Articles of Confederation as inadequate for addressing the nation's challenges, particularly in terms of economic stability and interstate relations. Pendleton also recognized that a more centralized authority could better protect individual rights and liberties. Overall, he saw the Constitution as essential for the future prosperity and security of the United States.

Depends on how you define "long." The first commission to create such a monument was created by Congress in 1867, but the grandiose plan that followed was never funded. A bill to create a federal monument passed, after six attempts to do so, in 1910. The plan that came from this commission was adopted in 1913, but it too met with opposition. Work began in 1920, and the memorial was dedicated in 1922.
