"God bless America" uses the subjunctive verb form, rarely used in modern American English, which expresses your hopes and desires. It's not any resembling a certain pronouncement of fact. It is basically shorthand for "May God bless America". I'm not sure on when the "may" was dropped, but I'm guessing it was never there to begin with since it is not strictly necessary if you know the grammar.
