The Farewell Address was not given, but written. It was an article or open letter published telling the people of the United States that he didn't want to run again for the office. It was published on Sept. 19, 1796 in the American Daily Advertiser, Philadelphia's major newspaper. It was simple and clear. Every major newspaper in country reprinted the article over the next few weeks. It was the Courier of New Hampshire that gave it the title "Washington's Farewell Address."
The Farewell Address of George Washington was created in several places including Mt. Vernon and the national capital. He was assisted in the effort by Alexander Hamilton.
