Essentially, the 27th Amendment to the US Constitution has little to do with the average person. It deals with whether or not the Congress can vote itself a raise until the next Representative election.
The 1st Amendment deals with the freedom of speech.

The fourth amendment to the US Constitution deals with the rights of citizens to have due process and requires warrants for searches. Judicial review is not really relevant to this amendment.
The 10th Amendment deals with this and a number of other matters. The Constitution does not speak to the issue and for this reason it falls under the 10th Amendment which states: "The powers not delegated to the United States by the Constitution, nor prohibited to it by the States, are reserved to the States respectively, or to the people." As such, the Federal Department of Education is unconstitutional and education is reserved to the individual states.
