This was a compromise made at the Constitutional Convention to please both large and small states. The Senate is comprised of 2 representatives elected from each of the 50 states, making the 100 senators. The House of Representatives is made from a number of individuals on a basis of population. The House originally had 68 members, but as populations increased, it was increased to 435 members in 1911. Congress then made a law, requiring ONLY 435 total representatives.
