The legislative body is made up of the Senate and the House of Representatives. These two make up congress. The officials in these groups are senators and representatives who have powers that include being able to declare war and pass legislation.

The legislative branch doesn't actually have a head. Unless you want to consider the Speaker of the House and the Senate majority leader as a head.

Remember, the legislative branch is divided into the house and senate. In fact the only branch that actually has a head is the Executive branch. The judicial branch is a little odd but there is no actually head. There are nine supreme court judges, however.
