when we ask the question, we find that governments fall into two main groups. in some governments the pwoer is centered in just one or a few people who rule all the others. the big bosses make all the decisions, and the citizens have nothing to say about it. this form of government, which centers power in the hands of just one or a few supreme rulers, called Autocracy.
in other main groups of governments, however, the power is not in the hands of one or few people. it is spread out among all the citizens share in making governmental decisions. this form of government is more familiar to us. it is called Democracy
