To my knowledge, the U-S Constitution does not mention anything about an advisor to the President. It merely lays out the President's powers and responsibilities. How the President achieves those things is up to him or her.
which roles does the president traditional and constitutionally carry out
"The president is constitutionally bound to inform Congress prior to any military action." EDIT: Sorry this is completely wrong. That is the president acting as Commander in Chief. What would be more proper is that he is constitutionally bound: "to enforce the acts of Congress, the judgements of federal courts, and treaties signed by the United States."
chief adviser
A chief foreign affairs adviser in an officer who works closely with the process in formulating foreign relations policy. He also advises the president on actions to take in dealing with a crisis overseas.
Practically, no. Since the vice president is made president if the president is incapable of performing his duties, they would be constitutionally unable to fulfill the obligation if the president were to resign or take ill.
