This is, of course, a question concerning opinion. In European history, some would argue that Catherine de Medici was the bad guy of the 16th century. She basically launched the St. Bartholomew's Day Massacre, which killed thousands of Huguenots (French Protestants).

Of course, the answer to this question is a matter of opinion. Some might argue that Oliver Cromwell was the bad guy of the 17th century...at least in Europe. He became a dictator in the Commonwealth of England and passed outrageous laws that led to severe oppression of Irish Catholics. He had the former King of England beheaded and, by driving out all who opposed him, created a Rump Parliament that consisted entirely of his supporters.
At the Klan rally where I met him he was very nice. At my college graduation he was not so great, but it was pretty late and he forgot his topic during speech and talked too long about weight loss so it was a bad day for him.
