The Highest?? Well the US government was setup into 3 separate branches to make sure no branch had all the power (check and balances). Even though we see Obama as our "President" he doesn't pose all the "power".
I would say maybe: Nancy Pelosi:the current speaker of the house of representatives
or maybe Hiliary Clinton: The secretary of state

Currently, the highest position a woman holds in the U.S. government is Secretary of State. The State Department is extremely important and represents the U.S. in diplomatic talks with world leaders. The woman in this position is Hillary Clinton. There also are other women in the president's cabinet-- the term "cabinet" refers to the top advisers who are the heads of various governmental departments.
Madeleine Albright made history as the first woman to serve as the United States Secretary of State, holding the position from 1997 to 2001 under President Bill Clinton. She was a prominent figure in shaping U.S. foreign policy, particularly in the areas of NATO expansion and intervention in the Balkans. Albright's leadership and advocacy for democracy and human rights marked a significant moment in U.S. history, breaking gender barriers in high-level government roles. Her tenure is often remembered for her emphasis on multilateralism and diplomacy.

Not exactly sure what you are asking, as we don't technically have "ranks" of Catholics. Although, if there were a "ranking" it would be based on holiness, and by that standard, the highest rank a woman can obtain is saint. As a matter of fact, the highest human being held in honor by the Catholic Church is a woman: the Blessed Virgin Mary, and she obtained the highest possible rank that any human being could because it was given her by God, Himself. As that was a one time thing, other women (and men) can aspire to such holiness, but even when they fall short, even the aspiration is a good and holy thing.
In 2008, it was Speaker of the House Nancy Pelosi who announced President George W. Bush for the State of the Union address. Pelosi assumed the role of Speaker in 2007, becoming the highest-ranking woman in the U.S. government at that time.
