The Highest?? Well the US government was setup into 3 separate branches to make sure no branch had all the power (check and balances). Even though we see Obama as our "President" he doesn't pose all the "power".

I would say maybe: Nancy Pelosi:the current speaker of the house of representatives

or maybe Hiliary Clinton: The secretary of state
