Considering that his pet project, the League of Nations, was decisively rejected by the US Congress - and that the League itself collapsed into an impotent and ineffectual wreck in the face of Axis and Soviet agression - and furthermore that the Democratic Party spent twelve long years in the wilderness after Wilson left office - I hardly think "most effective" is a term to apply to Wilson.
