There were two Annapolis conventions. The first occurred between 1774 and 1776, which served as a form of state government prior to the revolution. The second convention occurred in 1786, which was to discuss the constitution and its weaknesses after the revolution.
Constitution meetings
Delegates met in Annapolis in September 1786 to address the issues of interstate trade and commerce, which were hampered by conflicting state regulations and tariffs. The meeting aimed to discuss the shortcomings of the Articles of Confederation and to propose solutions for a stronger federal government. Although only five states were represented, the gathering laid the groundwork for the later Constitutional Convention in Philadelphia. This led to the creation of a new framework for the U.S. government.
