The men who framed the United States Constitution created a tow house legislative body. They determined that one of the houses should be elected every tow years and the other house, the Senate, every six years. They wanted this group to serve longer in order to have continuity in the legislature and avoid a complete turnover every election like the House of Representative. The Senators wouldn't have to spend all their time planning how to get elected every two years.

The framers of the Constitution felt that by having terms at six years it would always ensure that the Senate is full. The Senate is divided into 3 classes and one class holds an election every 2 years.

It was established because during the great compromise the small states wanted the amount of representatives to be equal and big states want more reps. so they made the equal part of congress stay longer. so it would be more fair
