Representatives in the House of Representatives reflect population in each state. This is why California has the most seats, because they have the highest population. Conversely, the senate only awards 2 senate seats for each state, so it can be argued that this is unfair because then states like Wyoming are afforded the same amount of political power as a state like California which reflects a much larger portion of the population.

The number of representatives is based on population and size, so for every 600,000 people they get one representative in congress.
