The government is strict because it is their way of doing things. If you ever met someone who has served his country for an extended amount of time, you know that they are quite different people than you or me. It all comes down to discipline, and I know that having been to basic training myself.

As such, one is forced to assume that you are referring to one or more of the numerous governments within the United States of America, which include the federal government, 50 official state governments, several territorial governments, and innumerable local governments. Although you do not specify any of this information, one may reasonably assume that you are referring to the federal government.
If you truly want your question to be given serious consideration and answered, then the premise of your question must itself be examined. Your question assumes that the government is, in fact, tyrannical. Considering that the definition of tyrannical is "being or characteristic of a tyrant or tyranny ...", that the definition of tyranny is "a government in which absolute power is vested in a single ruler ...", and the definition of tyrant is "an absolute ruler unrestrained by law or constitution ...", the premise of your question is at odds with the facts.
