The government is strict because it is their way of doing things. If you ever met someone who has served his country for an extended amount of time, you know that they are quite different people than you or me. It all comes down to discipline, and I know that having been to basic training myself.

Although you do not specify any of this information, one may reasonably assume that you are referring to the federal government.
