One reason why Philadelphia was chosen as the site of the convention was because of the symbolic Independence Hall.
They met for the Constitutional Congress in order to establish laws which would strengthen the union of the states. Specifically, they met in order to regulate commerce, pay soldiers who had served in the Revolutionary War, and pay off foreign debts.
