It's important to know that a good government with good officials can be created and operated by people of good will and of fair thinking regardless of their socioeconomic class.

With that said, it seems that a good idea in forming a government with representatives of people from different backgrounds would also be capable of forming and running a good government.

Unfortunately you do not tell if you asking a general question or if you are referring to a particular country and/or period in time. So I can only offer a very general answer.

Aristocrats: Until the late 19th century, almost all countries in the world were run by local "aristocrats", meaning the big landowners and the most wealthy citizens, titled or not.

There is no real case you can make that 'aristocrats' geneally speaking would not make good officials. An argument that some might use is that they would put their own interests before the interests of the State. There have of course been instances in the course of history where that happened but at least as often aristocrats have been hard-working State officials whose position and wealth moreover made them less prone to corruption than others. And of course most African and many other Third World-countries today show that non-aristocrats are at least as good at mismanagement and self-interest as any aristocrat you might want to name.

Foreigners: some might want to use the argument that foreigners don't really have the interests at heart of the country where they are working. It is also the main idea behind the requirement that the US President has to have been born in the USA. But of course this idea would be an insult to all US officials of Hispanic descent that were born in countries such as Cuba and who are now dedicated State and Federal Senators and government officials. Moreover, there is hardly any evidence in history that foreign-born officials in any country were not wholly committed to their jobs and to the countries that employed them.

So although you could in theory make a case against them, history has mostly shown that aristocrats and foreigners over the ages were as good and conscientious at their jobs as anyone else.
