Wilson tried to settle the dispute peacefully before forcing the disunited nation into war, so he tried to hold the Germans accountable for their deed. However, his Secretary of State, William Jennings Bryan, wasn't pleased with this proclamation and resigned, fearing that the proclamation might spell war for the nation. Wilson responded to Bryans' resignation by claiming "There is such a thing as a man being too proud to fight".
