I do believe there are several reasons.
one. Due to the fact that frogs have small (and in some cases no) lungs, there is no need for any protection of it. this is because they breath through their skin, hens frogs need to be always moisture to allow the skin to breath.
Also frogs need to be flexible in the chest area so they can push up food (vomit), because they vomit up their stomach not only food. another possible reason is that they need to squeeze into small places.
