Fangs were a feature unique to Count Dracula. As he was a high level sorcerer and capable of modifying his reality and form, growing fangs were no great feat. Since him all movie vampires have had fangs.

The truth is that a vampire is very much the person he was when he died and what ever teeth he had when he died is what teeth he will have when he is a vampire. Most vampires go about getting blood by using knives or sharp prods.

Bats don't have venom in their teeth, but some bats do have anesthetics and anti-coagulates. These are vampire bats. Their saliva (spit) contains chemicals that numb whatever they're biting and also cause the blood not to clot (so the wound doesn't close or scab over) while they're feeding.

Most bats, however, do not have chemicals in their saliva as they do not consume blood. Many bats eat insects or fruit.
