Usually ancient civilisations did not have a written law at the beginning. The origin of their laws lied in religious rules and ritual procedures. Religious, private and published laws were undifferentiated and knowledge of rules were held by priests, who held it in secrecy. This easily led to abuse and manipulation by the rich who had connections with or were priest. This situation could lead to popular demands for written and published laws so that the rules could be known more widely, giving more transparency and fairness and more of a protection against misuse or abuse of power. Written legislation also gave a chance for legislative reform.
This was a usual pattern, but it does not mean that this process happened in all civilisations.
A written code of law provide an enduring record of that the rules of a society are in civil matters (property transactions, contracts, inheritance, marriage, injury to property or persons , etc.) and criminal matters (punishments for crimes). If laws are written, they can be referred to as they actually stand. if they are not written, they can be presented in a manipulated way or rules which do not exist can be made up. it also makes not abiding to the law harder. In addition to this, if written laws are published, the citizens are enabled to know what they are or find a representative who knows them.
It was important to the Plebeians to have the laws written down so the Patricians would not be able to change them. Plebeians were the common people in ancient Rome.

Since their laws weren't written down, the Patricians (Rich fellow) could change their rules daily and the Plebeians (everyone else) couldn't do anything about it. For example one day it might be illegal to wear yellow, whereas the next day its legal. People could just alter the rules to their liking without consulting anyone in the matter. So the plebeians demanded they be written so the Patricians couldn't change it to their leisure and there would have to be some process before editing their code of Law.
