He established over 70 Greek-style city-states to act as a model for a Greek-style culture (modestly naming half of them Alexandria after himself), He married his senior soldiers to Persian women in an attempt to produce a melded race. He inducted Persian youth into the army. He promoted use of Greek language.

However his early death limited these efforts. His generals divided the empire into kingdoms of their own. These kingdoms used Greek ways only in the upper class. The remainder of the populations continued on their customary cultures, customs, religions and languages, and as other peoples invaded from the east, and Rome moved in from the west, the area of residual influence progressively shrank. His dream faded.
