It was just what they wanted - they built their cities around a defensible hill (acropolis) with a fresh water supply, near a port they established for fishing and trade - far enough from the water so that pirates could not get at them without warning, but near enough for easy transport. And it needed sufficient agricultural land to grow food nearby.
