Athena is the daughter of Zeus and Metis, the goddess of crafty thought and wisdom.

Hera was so annoyed at Zeus for having produced a child that she conceived and bore Hephaestus by herself.

So she is the half-sister to any other gods born to Zeus at the exception of Hephaestus :)

If you mean power wise... It had been prophesied that Metis would bear children more powerful than the sire. So she is more powerful than the father of gods himself, if the prophesy held true.
