Though all the early rulers of Mauryan empire had great administrative arrangements but rule of Ashoka was most significant. He was first to start hospitals for both human as well as animals. He banned hunting and he himself stopped eating meat. He show his subjects as his own children and took their best care every time. He had made his officers to write his orders on rocks and pillars in language of common men so that everyone can understand them. He himself went to people to know about their problems and tried to solve them always.
