After seeing off the Persian threat, the Greek cities were able to return to their habitual shifting alliancces and disputes. The diffrence this time was that Athens, had organised the anti-Persian defensive Delian League to ensure the cities of Asia Minor and the Islands were free from the Persian threat. When peace was finally formalised after 449 BCE Athens shifted this Delian League treasury from the island of Delos to Athens and then began to spend it on itself, building the Parthenon etc and putting nearly half its population on the payroll, and paying for its fleet to continue collecting League contributions by force if necessary. This League therefore became effectively an empire of Athens, and Athens was thus enabled to use its power to intervene in other cities' affairs outside its empire. Sparta was prevailed on to lead a Peloponnesian League as a counter (most were Dorian cities in peninsular Greece - the Peloponnese). So the threat of Persia was replaced with threat of war between two powerful internal Greek coalitions, which came devastatingly into play with outbreak of the Peloponnesian War in 431 BCE. Paradoxically, this war was decided against Athens after 27 years by the late intervention of Persia on the side of the Peloponnesians.

Several Ionian cities joined together in the Delian League for mutual protection against the Persians. They placed Athens at the head (as hegemon) because of her naval supremacy. This free confederation (symmachia) of autonomous cities, founded in 478 B.C., consisted of representatives, an admiral, and treasurers appointed by Athens. It was called the Delian League because its treasury was located at Delos.

No it was the fruits of the Persian War. Athens turned the Delian League into an empire, and misused its funds to create a Golden Age for itself - the Parthenon etc, arts, philosophers, medicine all for free made it a golden age fro them, and they also put half their citizens on the public payroll using the funds of the other cities.
Athens after the Persian War fortified the city and harbour long before Pericles came to a position of influence. The city was already protected. Pericles later used this protection to further his ambitions to promote Athens at the expense of the other Greek city-states. This was based on a strong fleet and strong walls, so that it could defend its city, resupply itself if beseiged, and attack other cities with its navy.
It was key to turning back the Persian invasion by crushing the Persian navy on which its strength rested. Then Athens used its superior fleet to spearhead the post-invasion Delian League to keep the liberated Greek cities in Asia Minor and the Islands free of Persian rule. The League's success resulted in Persia giving up its quest to impose peace on the Greek cities and agreeing to stay out of Greek areas. Athens however saw its opportunity and retained the Delian League, collecting the annual contributions from the 200 cities, and spent the money on itself and on its navy which collected the money from them - by force where necessary. So the League effectively became an empire of Athens.
