When Zeus wanted Aphrodite(Daughter of Zues) to give a speech in the counsel of the gods, he had Hephestus(messenger of gods) to forge this neclace in her name. To encourage her he gave her an amulet which was named amulet of Aphrodite.
He was born by Aphrodite. His father was probably Ares, or possibly Hermes.
The Amulet was given to Aphrodite by her father Zues when Aphrodite rose from the sea.

There are two accepted legends of Aphrodite's family tree. The first story was when a Cronus threw Ouranus ( the God of the sky into the sea), and Aphrodite emerged from the sea. The second story is that Aphrodite was the daughter of Zeus and Diana.
That isn't known for certain as she was never asked or it was never written of and exists today, however the mythology tells of those who spurned her and then gained her wraith, among them are; Eos, who was cursed by Aphrodite with an unquenchable desire for young men as punishment for lying with the goddess's lover Ares. Helios, cursed by Aphrodite to fall in love a Persian princess and unwittingly bring about her demise as punishment for revealing the goddess' extramarital affair with Ares. Nerites, loved by Aphrodite during the time she spent in the sea. When he refused to accompany her to Olympus she transformed him into a shellfish.
