If you take a close look at Cleo's life, there was actually no historical significance to her life to any great extent. True, she was the last Ptolemy, and resorted to every trick in the book to try to hang on to her kingdom, but in the end she failed. Rome would have quite possibly taken over Egypt in any case, no matter who was ruling. Her fame or infamy, does not come from any significant thing that she did, but from a negative interpretation of her character.
