After the end of the Persian Wars, Athens converted the Delian League of a couple of hundred city-states, which it had led against the Persian Empire, into an empire of its own, enforcing collection of the war tax and spending it on itself. With this revenue and a strong navy to collect it, Athens had the resources to build the Parthenon, become a cultural centre, and put half its citizens on the public payroll. A 'golden' age indeed.
