The division of the Empire by the Emperor Diocletian; a man with a supurb gift for organization, at first resulted in two manageable empires ruled by two separate emperors. Diocletian also alobished the traditional legion as a unit in the Roman Army, eliminating the problem of Roman generals becoming Emperor by force of arms. And Diocletian broke with another tradition by retiring rather than ruling for life.

Unfortunately, Diocletian ruled from Constantinople, the new capital founded by his predecessor Constantine, while the Emperor of the West ruled from Rome. As time went by, the East remained strong while the West was once again plagued with economic failure, governmental ineptitude, barbarian invasions (illegal immigrants of their day), and ambititious generals competing for power. Rome became indefensible, and the capital of the West was moved to Ravenna. The two Roman Empires became divided by differences in culture. The West dwindled while the East prospered, and the Eastern Roman (Byzantine) Empire outlived the West by centuries. The division preserved the Roman ideal of Imperium in the short run, but in the long run its effects are debatable.
