It depends on what speech. If you are referring to Mark Antony's speech at Julius Caesar's funeral, his intention was to incite the crowd against the assassins of Caesar and to present himself as the leader of the Caesarian faction (the supporters of Caesar's policies).

Most of Rome turned against Antony and Cleopatra due to the propaganda war that was being waged between Antony and Octavian. Antony's actions and his conduct caused many to turn against him. His refusal to return to Rome and his treatment of Octavia, his wife, (and Octavian's sister) also added to the resentment of many Romans. They blamed Cleopatra for Antony's debauchery.
