First you go to your Duel Runner menu in Story Mode (click on the icon that looks like Yusei's Duel Runner). Select to edit your Runner, scroll down to sheilds, and select it to edit them.

Yes just duel him 10 times (not turbo duel) and he will be unlock as a tag partner in WC mode.If you don't know where he is after you beat story mode go to Satellite Slum and go to the Old Highway Yusei will standing there with Trudge (the guy who's been chasing you).
