The first NAMED figures in history originate in the Nile river valley, where men such as King Scarpian and King Aha Mena (Narmer or Menes) are featured on the famous ceremonial mace-head.

The Great Sumerian city-states established themselves while Egypt was probably migrating from outside of the now dry Sahara desert.

Focusing on cultural geography, it is important to note that homo habilis and homo sapiens originated (according to contemporary evidence) in the land now known as Ethiopia. With its proximity to Egypt, it is difficult to understand why early man would go all the way to Mesopotamia to establish the first cities. It would make more sense to go a few miles north, rather than 500 miles East.

If forced to answer this question, I would surmise that Ancient Egypt was first, although probably not in present-day Egypt.

In researching this question, which is one of the most important and neglected, evidence shows that archaeological human remains have been found in Israel dating back 1.8 million years (I never trust radioactive dating though). Also, the world's first cities (that means a central market and uniform method of exchange) was in the region now called Jericho.

Human remains dated (again) to about 7 million years have been found in Ethiopia. This would suggest that if the planet looked similar back then, humans would probably go North (the Nile river flows from South to North) and then East or West. If however, Somalia and Yemen were closer in the past, which they must have been, then it is possible to surmise that some folks went East, then North into present-day Turkey (Ancient Mesopotamia).

I do not wish to take to much time, but this question cannot be answered quickly. We should find more remains in Oman, Yemen, Jordan, and Syria than we find today to suggest that humans have lived there for millions of years. Since, regrettably we haven't, one must assume that Africa, which produced the first humans, also produced the first human civilizations. I makes some sense to assume this.

Mesopotamia and Egypt were more different than they were the same. Imagine that Egypt is France and Mesopotamia is England. While France has the Arch de Triomphe, the Eiffel Tower, and the Cathedral of Notre Dame, England has architecture that is rather forgettable. However, no one in their right mind would deny that England has had a greater impact on contemporary life with their dramatic spreading of culture, language, and most importantly the financial system which almost every country hs subsequently adopted.

In this same fashion, Egypt has left the world a bevy of wonders that will NEVER be equaled in human history, but it is Mesopotamia, with their bond system, cuneiform alphabet, and contemporary accounting methodology that has stuck with us, in a more immediate over the past 5,000 years.
