Julius Caesar but I don't know why. Whoops! A little clarification is called for. Julius Caesar was one of Cleopatra's biggest supporters, not an enemy. Cleopatra's biggest enemies were Octavian, Herod, the Nabatean Arabs, her brothers and her sister, the king of Media and her own people in Alexandria.

As to the why, Octavian's enmity is obvious, they fought a war, Herod, because she tried to undermine his kingdom and he was also forced to make concessions to her after the gifts she received from Antony at Antioch. The Nabateans because they also had to make concessions to her and she caused a war between then and Herod, her brothers and her sister because they wanted the throne, the king of Media who would not support her, (also the king of Armenia who she killed) and most of the people in Alexandria who never wanted her as queen in the first place.
