The street levels are different because through the ages layers of items, garbage, dirt have been thrown on them, and they have been built over so the older levels are below the newer age. In cities through out the world there are layers of the past below the streets. If you think of time like a flaky dinner roll with the top as the present and as you take apart the roll you go through time. The bottom is the oldest in time, so it is with the street levels. Historians can actually go through time as they go down into each level and in each level they will find pottery fragments, garbage piles, building footprints, paver stones, and other items from that age. Each tells a story about the time and place.
