Pericles was not the leader of the emerging democracy in Athens in 462 BCE - this was Ephialtes. His deputy Pericles took over after Ephialtes' assassination in 460 BCE. It is more likely that Pericles introduced jury pay in his citizenship law in 451 BCE. Whatever the date of jury trials, Cimon was exiled in 461 BCE - his opponent then being Ephialtes. We have no evidence that Cimon was exiled by a jury trial. If this was so, it would have been Ephialtes who organised it, not Pericles.

Pericles had guided Athens into a war with the Peloponnesian League which was led by Sparta. He was confident that the walls of Athens and its superior navy, financed by the empire which Athens had created, would prevail. Two years later Pericles died of a plague which engulfed the Athenians penned up in an unhealthy environment within the city walls. Subsequent populist leaders led the people into risky deviations from his plan, and after another disastrous 25 years of war, Athens surrendered and was stripped of its empire, becoming a second class power.

Most Athenians were poor and hardworking, working long hours with little leisure time. The groups that would have had the most time for leisure would have been the richest people.
