There IS a vitamin (B12) that's important in brain function that is a product of bacteria that live in animal intestines. Plants just don't have any. They do have compounds that are similar enough chemically to fool the tests for it, though not similar enough to actually be used by your body.

However, many foods such as most processed cereals have B12 (obtained from bacterial fermentation) added to them, so even vegans can generally get sufficient B12 from their diet to avoid the adverse neurological effects.
