Frog's have 2 eye lids 1 for under water and 1 for above water. The 1 for under water protects the frog's eyes. The eye lid also helps them see under water. Sort of like our gogles wich help us to see under water. The gogles also protect our eyes from water and stuff in the water.
They hold their breath for hours on end, giving the impression that they can breathe underwater.

Technically, yes. You can either wear goggles or scuba masks to see underwater, and you could open your eyes underwater (granted your vision will be so blurry that you can barely make out the shape of your own hand) to see, but opening your eyes underwater without gear is not a reliable way to see underwater.
