Purple or green eyeliner. Brown eyes need color to stand out. Blue liner or shadow is just always wrong, but could sometimes work in Navy or metallic dark blue shades.
If you want your brown eyes to look hazel without makeup and if that includes contacts then I don't think there is a way to make them look hazel unless your eyes are a light enough color that when you have the right lighting in the room or the sun catches your eyes so that it could look light enough to look like hazel.
