Sometimes farmers will dock the tails of sheep so that they do not grow a tail. They may also do this to pigs to keep them from attacking each others tails.

The number of legs an animal has certainly does affect how that animal moves. If the animal has two legs they are limited in movement to what those two legs can do.
The fictional animal "Mermaid" is not real They are reputed to have legs on land but when they get wet their legs become a tail like a Dolphin.
