There are two kinds of cosmetics testing: testing on animals, and testing on people. The only reason they must test on animals, according to law, is if they have a completely new ingredient that's never been used in anything before. An example: a relatively new foundation contains caffeine. There has never been a cosmetic with caffeine in it, but lots of people drink and eat things containing caffeine so we know it's safe and they don't have to test the new makeup on animals. Testing on people makes for a better product: if people don't like the product--whether it's the smell of it, how it feels when you wear it, the ease of its application, how long it stays on your face, or whatever--it won't reach the market. I was going to say "because it doesn't look good on anyone" but then I remembered: if it doesn't look good, they can sell it at Hot Topic.
