What does all seeing mean?

It means the eye of Horus (in the reverse side of the one dollar bill, the eye above the pyramid).

The interpretion is varied: "the eye of justice", "the eye of the slave", "the eye of the pharaoh", "the eye of the Capitalist", "the all encompassing vision", but my personnal interpretion is that it is the eye of each of us, we the people enslaved by the Capital, enslaved by the power of the money and doing almost anything because of greed.
