They can if the bearings are bad but most of the time they will make no sound even though they are bad. Have it tested at any auto parts store if you suspect it it bad.
Your break pads/shoes and/or rotors has to be replaced. Some rotors can be repolished and used in the future.

Rotor as in distributor? Shouldn't make any noise-good or bad; engine will miss. Rotor as in front wheel, should be taken to a tire store a measured by caliper. If your hearing noise in your front rotors, not a good idea to keep driving it like that.

When a timing belt is going bad it can make a high-pitched screeching sound. It can sound like a high-pitch whirring noise. Not all timing belts make a noise when they are worn or going bad.
