Dogs may sneak up on their water bowl because they have a natural instinct to be cautious and alert, especially when approaching a potential food or water source. This behavior could be a result of their survival instincts or a learned behavior from past experiences.
Let's not sneak up on a sleeping dog.
You fill the dog bowl, then pour what was in the dog bowl into the other bucket. Then fill the dog bowl back up. That is all you have to do.
As I rushed to get a paper towel, our puppy was lapping up the water I spilled.
It begins to pant, having it's tongue hang out of it's mouth. If there's a water bowl near by, the dog will walk to it and drink all the water up until it's not thirsty anymore.
You pour some fluid into the dog bowl and pour the dog bowl's fluid into the cup. Then you fill up the dog bowl again and you have 4 liters! :) Toadetta Mushroomeque
You fill up the dog food bowl then pour it into the cup then refill the dog food bowl and you won

What kind of dog do you have? It could be that your dog doesn't know when he/she is full and will continue this until he/she dies. Try leaving ONE bowl of water at every meal. Do NOT put out any more unless you came back from a walk/run/whatever you do. Even then, only fill the bowl, at the most, three times. A specific type of dog has that flaw within their genes. They can't tell when they are full, so they will eat/drink themselves to death. Be careful.
Get/Make a bowl, then use it either on a sink, tap or a fountain to fill it up with water.
Fuel may have some water. Water gets picked up when the fuel is transported or stored. The filter bowl traps the water and needs to be drained from the bowl.
They sneak up on animals while they are drinking and then leap out of the water and drown the animal.
