It won't hurt anything, but it may or may not give you any background in animal law enforcement. Volunteering at a humane society you are likely to spend a lot of time feeding and watering the animals, cleaning cages and taking some dogs for a walk. However, if you let the coordinator know your interest and are willing to put in a significant amount of time to prove your dedication (6-12 months, usually), you may be allowed to ride along with some humane law enforcement officers or assist in potential abuse/neglect cases.
You must be 15 to volunteer at the Domestic Animal Shelter (DAS), but I'm not sure for the Humane society.
The Wisconsin Humane Society helps animals and run animal shelters. If you are to volunteer they expect you to commit to at least six months because of the amount of training that goes into the volunteering.
