In general, dogs are very accepting of people, even after they have been abused, but sometimes abuse results in very negative behaviors. However, you don't want to do anything that will make things worse, either.

Honestly, an abused dog is a situation that requires a specialist (just as dealing with an abused child requires help from a psychologist or other experts). I recommend that you consult with someone at your local SPCA and get a referral to a reputable person (who you should offer to pay, if you can) who knows a lot about rehabilitating abused dogs. It is a slow, complex task and not always possible, but very much worthwhile when successful.
