At first its pretty simple, place the blocks, place the weapons, spawn points, etc. It took me a while, but to save a level, press the '`' key and then type 'save'. I haven't figured out how to name the level, it just comes up as No Name. But, I hoped that helped.
As far as I know, this is impossible to do in level editor; it is something only the producers can do.

To get the shorter stick to stand vertically in Bubble Ball Level 6, place the stick on one of the green blocks at the top of the screen.
