Yes. Depending on what country you live in. In my country, Wales, UK, it is illegal. In the US it is illegal, but that sadly does not stop it happening. In 2007 police in the US were shocked to find that stolen pets were used as 'bait' for the increasingly aggressive fighter dogs and the pets were often mauled and/or killed. A good programme to watch to understand more of this (not sure if it would be broad casted where you are) is My Dog Is A Weapon. It outlines the problem of dog fighting and how some horrid people actually abuse their dogs so that they are aggressive, then use them on the streets instead of knives. The awful thing about this is that some innocent child could stroke it, and it could lash out at them. Or a puppy (like my one) could bound over to say hello like pups usually do, and then it could mistake it for one of the dogs it fights with. Then you have to put the aggressive (although innocent; it is entirely the owner's fault) dog down and your puppy is mauled if not dead.

It just goes to show that you have to be careful with other dogs. You just don't know if they will lash out.
